CPU temps too high???

I get around 45 degrees Celcius at around 23 % load. This feels way to high, is it because I applied the thermal paste wrong? This is not dust, beucase this is a new computer. I have built it 3 days ago. What should I do?

Edit: I'm using core temp software. It sometimes fluctuates. The percentage is sometimes at 11% and the temp is 45 degrees C. Sometimes it is at 30% and it is 45 degrees C

Hello... You Have to use the 'key" command as the computer is Booting up/starting.... look in your MB manual/PDF... for the instructions B )

How do I get to the BIOS screen with Wdinwos 10? I feel like they removed it.

Nvm, all is fine. Thx for your help. BTW fans are 100%,. I turned the power of the fans on and it cooled it down.

Its all good now. BTW it is Intel i7 4790k
