i7-4790k Random Temp Increase

So, I built my pc about a year ago (March last year) and it went very smoothly. I used the stock cooler on my i7-4790k. I am a gamer and installed HW monitor because I am a bit paranoid about my temps and am concerned about the longevity of my hardware. Back in last March my temps were anywhere from 50C-70C under load. I would check these temps fairly regularly, and they have been within that range for quite a long time until a couple days ago. So I was playing some Fallout 4 and was curious about my temps so I went to the software and to my horror I saw that my cpu was running at 99C. Immediately I shut down the computer. I waited about an hour then got back on thinking that it could have been a fluke. I play the game again, everything seem normal for the first couple minutes but after a while my temperatures were steadly climbing over 70C into the 80s. Again I shut the computer down. So thinking the problem might be dust build up or something I got some canned air and blasted the shit out of the computer. I uninstalled the heatsink and got dust out of that too. I applyed the infamous small pea sized amount of thermal paste and put the heatsink back on, pushing in the diagnal pins on the heatsink in at the same time. I booted up my pc this time, much better temps, but still not what they used to be. They have soared as high as 80 something. I am struggling to understand why this would happen all of a sudden. I have not bumped my computer at all or anything significant to disturb the heatsink. I am not overclocking and have checked the bios multiple times and have loaded defaults. I have never overclocked before. Any ideas why this is happening? I think I'm going to buy a liquid cooler I guess but I really would like to save my money but I will spend when I have to. I would like to explore alternative solutions out of curiosity and convenience. Thank you for your help and reading this wall of text.
 
Solution
The last time I saw this problem it had to do with a background program that was kicking in and causing the CPU overheat. Next time it happens, ALT+TAB out of the window and open up the task manager and see what using the most CPU. If its something other than the game you're running you might want to try uninstalling it.

Edit: Also in the offchance that youre attempting to run AAA titles like fallout 4 on the integrated graphics of the 4790K and not a discrete graphics card, that would also cause a nice heap of issues.
