Ping is fine until launching a game.

The game is Overwatch, but I didn't want to put that in the title because people might not click it to help. It's not really launching the game that's the problem more when I join a game (server).
I check my ping on the Steam server list and I get around 40 on most server. I launch Overwatch, still 40. I find a game, BAM, 400 plus ping. In game, in Steam server list and in Teamspeak.

I've closed down Razer Synapse, turned off my anti-virus, ended any Microsoft Office related things and it still happens. I thought it might be a CPU thing, but that stays below 50%

Thanks for the reply. I'll answer your questions first then I'll try to be clearer about what I', doing to make sure it's not just someone else downloading on another PC.

Yes, I am on the correct Region, no I have not.

Now, I was using Steams built in Steam server Browser to check before I got into an Overwatch server if I was lagging. All the servers came up 70 and below, so I know knew my internet wasn't getting used to download stuff on another machine.
Same with Teamspeak, I was using that to make sure my ping was below 100 before getting into Overwatch.
As soon as I got into a server in Overwatch my ping in Teamspeak, and in the server list jumped to 400 +.

I will post to blizzard Support.

The steam servers may be in a better location than the blizzard servers. and it's also possible your ISP is bad for blizzard servers. Ping is about distance between you and the server, so it doesn't matter what ping you get on another server.

Yes, I know. But the pings jump on the Steam servers as well when I join a Overwatch server.
I think I've fixed it anyway, so thanks for the help.
Also I haven't been getting this before, it only started a few days ago.
