Power good (green and gray) reads 2.9V I assume my power supply is bad even though every other pin reads perfectly. Also, strangely enough it wont go to bios on newly installed motherboard but my old motherboard it goes to it just fine. Could it still be the new motherboard that is the issue or is it still the psu even though it will boot up an older motherboard? Also I am curious if it is the psu why it can do one and not the other?

Please post the whole system spec. Which Psu, motherboards and other components are installed?
Incompatibility of motherboard, gpu, ram or CPU could be possible too.
Does the new motherboard have have an 8 pin or 4 pin connector?
