PSU voltage readings

Power good (green and gray) reads 2.9V I assume my power supply is bad even though every other pin reads perfectly. Also, strangely enough it wont go to bios on newly installed motherboard but my old motherboard it goes to it just fine. Could it still be the new motherboard that is the issue or is it still the psu even though it will boot up an older motherboard? Also I am curious if it is the psu why it can do one and not the other?
 
Solution
With this processor you need a dedicated graphics card. It doesn't support the vga/hdmi connector of the motherboard, because it has no integrated graphics

I cant believe I didnt notice that I just assumed based off the ports in the back. Thanks for the help, but man I feel dumb. Fortunately I have a graphics card already coming. Will update when it arrives.
