Advice needed in re-programming hard drive

Need help programming old clean hard drive away from it's laptop. Has no CD drive and will not USB , boot from plug n play CD drive, Flash drive, USB drive, nothing! I have a SATA cable and was able to format and remove all the viruses which ruined it in the first place. I had read that possibly run Win 98 and upgrade to XP but XP must have a bootable disk but the choices in my BIOS do not say "CD". I have prehistoric BIOS choices.
If you can help, please do before I slit my wrists. Thanks

It should be possible to load installation files onto the harddrive and make it bootable, so you can install operating system from hdd to the same hdd.

Other option would be installing operating system on hdd while it's plugged into different computer that can be booted from installation media, however windows installed that way most likely will not work after you plug the hdd into your laptop. To make it work you would have to make some changes to the installed system (look it up on internet if you want to try, but it probably won't be easy).

There is much higher chance that linux installed on different pc will work if you plug the hdd into your laptop.
