Cleaning CPU Heatsink, then this happened...

Hey everyone sorry if this is in the wrong area I have pondered through these forums but have not created an account until now and have no idea where to put such question. :) Basically I took out my cpu heatsink and cleaned the just fan as there was a lot of dust. So put it back in made sure it was secure then plugged it in the "CPU FAN" slot on the mother board. Started it up, then bam everything went wrong. It would start for about a second at a time and the fans for my gpu and cpu were working until the computer would turn off, I figured it could have been because maybe when I laid down the pc box maybe I knocked one of the cables out of the power supply, although I have not checked ,is this possible? I am sorry if what I am saying doesn't make to much sense I am not a computer wis and I am just learning. (Idk if this is important but the board is a LGA 1150 socket :) )

Basically I am just asking what can I do to fix this?
 
Solution
Pull the heatsink off again, clean off any residual thermal solution.
Clean any thermal solution off the CPU, then apply new thermal solution before re-seating the heatsink.

+1 you don't mention you did anything to the paste. It looks like not. Anyways do as he says because most likely you put a few billion air bubbles inside that paste. You don't want your CPU overheating
