Micro Stutter, Tried everything and no solution

My gaming PC was running slow when i started playing battlefront, it would go to about 45 fps on the lowest res and graphical settings and i thoroughly know its capable of handling higher settings. I know for a fact that my PC can run games at 60fps 1080p but THERE IS JUST SO MUCH STUTTER.I have no idea whats wrong with it, i unparked CPU core, looked at temps, looked at core clocks and everything. Fresh install of windows 7. Hell the fans even get oodly loud when looking at youtube videos when my temps are sitting at 35~~~ (I play games at 1080p)

-CPU: AMD FX-4350 4.2GHz
-GPU: GIGABYTE GTX 670 WindForce 3X OC 4 GB
-RAM: G.Skill 8GB 1600
-PSU: Cooler Master 480w Power Supply
-OS: Win 7 Pro
-BenQ GL2460
Im looking for the most cost effective solution for I am only in high school and i am without a job.

What are you using to monitor your temps? It wont hurt to download HWmonitor by cpuZ, and also to blow out your PC with compressed air to ensure it is clean.

Did the problem only start after you installed battlefront? If you haven't done so already make sure you are running the latest drivers from Nvidia.

How many HDDs do you have? It can be that your PSU is being maxed out, though that will normally cause a crash rather than lag. Your CPU can draw 125w when being maxed out, and your GPU can pull up to 250w when maxed out. So depending on what else you have in your system it is a possibility that your PSU is too small.

It is fairly dusty but how does that affect performance? Just curious.i have 1 hard drive with 500gb

Dust is a problem when it starts blocking fans and vents, and if deep enough, will cause overheating. Your motherboard, CPU, and GPU needs to be clear of dust in order for air to cool down the heat sinks. I doubt the problem is overheating, but lets eliminate it first by checking up on the entire system via HWmonitor. If your system overheats because of dust then it can start throttling which will impact the performance.

How old is your HDD, and how much free space is available on it? Also, is the stuttering constant during gameplay or only at certain times?

It is consistent stutter. There is about 300gb free

Have you checked to make sure you are running the latest drivers from Nvidia? If you have then maybe do a fresh installation of the drivers just to be sure...

Uninstall nvidia drivers via control panel and then run DDU (Display Driver Uninstall http://www.guru3d.com/files-details/display-driver-uninstaller-download.html ) and remove anything related to nvidia, restart and download the 6xx series drivers from http://www.nvidia.com/Download/index.aspx?lang=en-us

Reboot, and launch GTA V. See if the stuttering remains.

I had a fresh install of windows so my drivers are up to date. Could it be a possible bottle neck? I don't think that would be the case though
