GPU fans not spinning and no signal to monitor

Hi all, this is my first post so apologies if I've posted in the wrong place.

So a few days ago, I went to turn my computer from sleep and nothing happened, although the power LED was still flashing. After removing the cable it would not start up at all. After a bit of trial and error and switching between PSUs it started running again, but ever since the graphics card fans have not started spinning at all and no signal goes to the monitor, as it just enters power saving mode instantly.

I have tried 2 other graphics cards and a different power supply, so I decided it was my motherboard, so I ordered a new one but I still have the same problem. I tried booting with no RAM, one stick of RAM, both sticks of RAM... nothing. I have pretty much ruled everything out other than the CPU (because I have no idea how to test it). I have also tried using different power cords and using a HDMI cable instead of DVI.

My system specs are:
Mobo: MSI 970 Gaming (previously MSI 970a SLI Krait)
CPU: fx-8350
GPU: MSI R9 380 Gaming 4GB (other cards I tried were Sapphire HD 7850 and Asus Geforce 210
Memory: 2x8GB HyperX Fury 1866Mhz
Storage: WD Green 2TB HDD and Samsung Evo 850 250GB
PSU: Corsair CS550M (also tried OCZ ZS series 750W)

I have tried searching other threads but I've had no luck.

Please save me, what must I do?
 
Neither of those boards has onboard video so you have a missing trouble-shooting step here which is to boot off the onboard video.

Unless you were not careful with how you tested things or both of your power supplies are bad, really the CPU is the next thing to swap out.

I had hoped it wouldn't come to this, I only built in February so it's a shame to have to get a new one. I'll see if i can can get it tested somewhere first.
