I wan't my LED lightning to stay ON when PC is either shut down or in sleep mode.

Every time i shutdown my pc my LED lightning turns off. When i go into sleep mode, it turns off too, but my mouse led lightning stays on. Any way at all, my LED can stay on with my pc having to be turned on?

LED lightning is powered by Molex

The LEDs are usually wired to get power from the 12V rail. You would need to power them from an independent 12V source.

The reason your mouse and keyboard get power is because they are on the 5V standby supply but that can only provide about 10W and 5V won't be enough for LED strips.

IE's answer is correct if you aren't interested in doing some rewiring and re-soldering. If you aren't interested in that I would get a little 12V wall wart (you can find them on amazon) and use that to drive you LEDs independently. If you do want to muck around in some electronics stuff you might want to head over to sparkfun and start doing some reading there. Look into their forums and you'll probably find what you need to do it on your own. Or any case mod forum will get you pointed in the right direction.
