I'm worried about the GPU fan

I have a Palit GeForce 9600GSO graphics card. I'm worried about the GPU Fan and let me tell you why.

GPU fan stays at 30%. When I enter a game it stays at 40%. When the GPU reaches 70C, the fan quickly increases to 78% (in 6 seconds it's at 78%) to keep the GPU at maximium 70C (safe temperature for 9600GSO I think) so it never reaches higher than 70C. And the Fan is always 78%.
Because of this high usage of the fan, it also makes a "big" (not very big) fan noise and I'm worried if the fan will broke.

Now my question is...It's safe to have the GPU Fan at 78%? I'm not really worried for 78% I'm worried for the noise bcause it seems like the fan is spinning very fast to keep the card cooler than 70C. Is the noise normal?

Yes its completely safe, the fans have a max RPM for a reason, And you are 22% under that max, the bearings might wear out quicker over years and years, but fans are cheap and easy to replace, graphics cards, not so much ! You are fine mate !
