I noticed this happening a little after I bought this laptop off of craigslist & upgraded it. I didn't understand why it was going so slow in graphic performance when it was working fine before even after the upgrade. I then did some research and found out that I should be looking into my CPU. So I did the Intel CPU check to make sure it was working properly it passed, I also did a memory test which passed. I've recently upgraded this laptops memory and also upgraded it to a solid state drive. I'm wondering if its something I added that wasn't meant for this laptop or that is to powerful? I am not that good at computers honestly and would love to find out a fix for this because it's really irritating me.

Here's a picture of the BIOS: http://postimg.org/image/3mz10tsgh/full/ & my laptops model number is P775-S7320 TOSHIBA SATELLITE I'm also going to put links of the things I added as upgrades.

I found a fix for it by unplugging everything, taking out the battery and holding power button for 30 seconds however I'd like to not have to do this every time my laptop goes to 0.80Ghz @ 800Mhz. I just want it to work as it should! :( Any help would be GREALY appericated!!!

That's pretty normal for bios behavior. My desktop does the same when set to it. (It has the choices of "slowest", "Fastest non-turbo", and "Full turbo" for the selections.) That behavior saves battery power. On most laptops, Intel's Speedstep will reduce the speed while the system is on battery in order to extend the battery life. You can change this in the power settings on some laptops, but not all. It might also be set to low power usage in the power settings while plugged in. Check the power settings to determine that. That's likely where your problem is.

The thing is that I am using High Performance and even when using it at high CPU load times it doesn't go above 800Mhz. I've been working on this for a month tired so many videos on YouTube. I'm at a loss.

If anyone out there knows what I can do that doesn't cost money that would be great. I have a cooling pad so it shouldn't be a problem with overheating.
