GTX 980 Ti @1450mhz core clock 3855mem clock question

when i'm playing in 1080p my core clock is at a constant rate of 1450mhz but when i turn up render scale to 150%-200% which is 1440p - 4k it cannot achieve the core clock at all times and may drop to 1442-1430mhz, is this normal? (i'm not getting thermal throttling either since I'm under 55c water) it has similar behavior at stock settings, would go from 1315mhz to 1303mhz in the same load, but 1080p is fine. when i run furmark in 1920x1080 8x it stays under 99% power but when 4x is enabled it can go up to 109% power. when this happens i also notice voltage going from 1180 to 1162
 
Solution
Power limit throttling is a problem...and it can be addressed.

A custom bios, with higher power limits would work. As a general rule of thumb, it's better to take a custom bios, copy those settings into your own bios, and then flash to that.

Or....go here and ask for a bios. They'll ask for your original (you'll want to keep a copy too), and give you back a modded file for you to flash.

ah i see, even though i have the power limit to 110% I've seen it go up to 113% during some gaming. should i be concerned? right now i have the card at 1460mhz core and 4001mhz mem. what is considered stable in reality? as long as i'm not crashing in-game and no artifacts? oh, i also read that if max memory is being used the core will downclock sometimes

If you're not crashing it's stable. To know if it's power limit throttling, open up GPUz to the sensors tab while you're playing / benchmarking. If you see any green in the PerfCap Reason line, your card is power limit throttling.

It can be worked around with a custom bios.....

I see the green showing up once it hits around 107% and it makes the core clock go from 1460 to 1455, would this still be considered stable even though it's power limit throttling?

it's achieving the core clock i have set only within a specific power limit %, so for 1080p it's staying a stable 1460mhz but once i run benchmarks that stress it at the absolute max i see power limit throttling occur where it takes it from 1460mhz to 1455mhz and sometimes even 1430mhz, so with that said is the card still stable besides the power limit throttling it a bit?

so in other words no need for an RMA, in the future i could just download a custom bios and make it have a higher power limit?

I've flashed my 980ti a dozen times already, and have only owned it 2 weeks. Bios files are easy to modify to fit your needs and the flash process is done from the command prompt in windows and takes all of 45 seconds.

How safe is this to do? I've heard horror stories of bricked cards when trying to flash a non dual bios card
