Solution

It will run it. But not likely for long. If it doesn't wreck your hardware , cheap PSU's can cause fires.

spend 40 bucks and get a decent PSU, no one here is lying to you

I may sound a little critical, but if you are buying a $160-$200 GPU you should have more than $20 to spend on a PSU. Elsewise, you should be getting an R7 370 instead and putting more money into the PSU.

Also, just an FYI, the RX460, 470, and 480 cards come out June 29.

I'd just buy a GTX 950 if I were you and get a decent PSU. Matter of fact, the CPU really needs upgraded desperately. A whole new system really.

Yes it will, but you CANNOT upgrade from DDR2 to DDR3 or 4, memory doesn't work that way!

At this point you should just replace everything since it's clear you don't know much about components to make a balanced system on your own

If he can't make a balanced system how would replacing everything be sound advise?

Buying the 6970 is silly. It is old with high power requirements and heat - not at all good for the EVGA 500W PSU.

Going to get or already have?

Everything we said about getting a decent PSU still stands though. But that's a good card at that price. Until the end of the month when whatever happens with the 480 launch happens and the prices get splattered all over the place.
