My main PC download speed is not as it should be?

I need help fixing another problem, all of sudden today my pc decides to start downloading things at like 1-5 mbs. When I speedtest I get 60 down and 3.5 up (which I pay for) and on other devices I can download things at those speeds. I am currently using windows 10 and wired to my router. My router is a Linksys E1000 model and my modem is a Arris brand if that helps with anything.

Just yesterday I downloaded the Doom demo and it was at normal speeds. But out of no where it is now downloading at like 1-5 mbs (not normal at all). I don't know if some sort of update happened and mine messed up or what. Could it be some software? Or a virus? Maybe I should do a clean install? Anything will help, I do not know much with networking, I don't want to have to try and call windows support or anything because I know that wont help me find a solution. Thanks.

First, check that all cables and connection are snug and tight. No kinks, bare metal showing. Try another known working cable if you have one.

Second, try running the network troubleshooter via the network icon usually located lower right screen corner. The troubleshooter can fix many things.

Third, try reinstalling the network adapter card's drivers. Reconfigure for your network.

The problem was my router was messed up and had to be replaced, and also I did not know my steam showed MBps (megabytes) instead of Mbps (megabits). I was used to seeing Megabits being 60 down and it was showing 6 MBps which is the same as 60 mbps. Thanks for the suggestion though.
