Can a Hard Drive cause a poor fps in gaming?

I've been having some fps tests with Dota 2. I tried playing it with ultra settings and my fps is around 20 - 30. Then I tried playing it on low settings still my fps is around 20 - 35. It seems my CPU and GPU should handle the game very well in ultra settings but I'm still wondering why I'm getting this crappy fps. Is my hard drive causing this low fps? Here are my full pc specs:

AMD A8 7600
Zotac GT 730 1gb gddr5
Gigabyte F2A68HM-S1
Kingston HyperX fury 8gb ddr3 @ 1600 RAM
Samsung HD161HJ HDD
Corsair vs450

I fixed it!! It's not a hard drive problem after all. AMD 7600 is an APU and it's been doing rendering of the graphics together with my GPU. My GPU isn't compatible with AMD's Dual graphics so these two are fighting over graphics rendering. Disabling the AMD driver in the device manager under the display drivers forces my GPU to do all the rendering alone.

I also tried that mate. They seem to be working properly because from idle I've noticed that their usage and temp gradually increases. Neither of the two is a bottleneck because none of them is being overly used.

Thanks bro. Btw what am I going to test exactly? And What kind of abnormalities am I looking for? Actually I ran a test earlier and found out that my HDD has no bad sectors.

That I am sure of. Dota 2 isn't really a demanding game so I'm really expecting that it would not stress my CPU and GPU. I watched some gameplay with the AMD 7600 along with its dedicated graphics and Dota 2 runs pretty well. Also I've read a review that my GPU should handle the game with 60 fps in ultra settings.

Well, as you wonder if the HDD could be causing this, it may be a good idea to test it. That's why I've provided some HDD testing tools.
Observe the SMART report and see if there are some yellow(caution) parameters.

What test did you run?

If the drive is healthy, then you need to take a look at your other components.

I used HD Tune Pro for HDD testing. I ran the error scan and found out that there's no bad sectors. I also ran the benchmark and found out that my hdd read speed is at 25.6mb/s min, 82.2mb/s max, 15.7ms access time and 140.9 mb/s burst rate. On the health tab I noticed that there's an "Atention" status on the "Interface CRC Error Count". It says "There were communication errors. This may be caused by a damaged cable." Is this the problem? For the record all of my components were recently bought except my HDD. I think I've been using it for 6-7 years.
