i have intel core i3 4150@3.5 ghz......8gb ram...can i use amd rx480?????

If it's a good make of PSU, then 450w is plenty for a RX 480 + an i3 or i5. However, if it's a cheap (poor) make of PSU then it's anyone's guess how it would work.

Yes you can. However, there will be times your cpu is the bottleneck of your system. Some games are more gpu intensive and others cpu intensive, on those gpu intensive games you should be able to run the card at it's maximum.

BTW, what PSU do you have? Not that the 480 is very power hungry.
