How to setup a computer network controlled by a server for an office

Hi to all !
I am newly appointed to a company as an IT manager. I can do hardware assembly, installing from scratch, installing operating systems and softwares, repair and troubleshooting etc.
I am not good in networking area ! My boss told me to study about networking, setup a mock-up network with a server pc and a client pc, if it worked, we will apply this network system in our office !
I can do basic networking with a homegroup which doesn't require a server. But setting a server for a network is completely new for me ! So I did some research about networking and to be honest, it's so difficult than I thought !
Here's what my main tasks are :
1) setup a server which will be a data server and internet sharing server
2) connect around 20 to 25 client computers to this server
3) disable some websites for client computers, through server

My boss also asked me to install windows server 2012 r2 on the server ! I don't have problems in installing but I need to know how to configure it.

Setting up a domain server is not easy and not something you can learn to do from a forum post. Get some books, take some classes, need to learn about security also so you don't open holes in the network for intrusion. You have a bit of time ahead of you before you can set things up. You also need to learn about how network works, how to setup WiFi Access points and secure those, how to setup a Proxy server for your internet sharing, etc... You will need more than one server for redundancy also so you need to learn about setting up a primary and secondary server and how to promote the secondary if the primary fails. Really a lot more than just that, but you get the picture. It's not a 5 step process you can just do in a few lines...
