GPU Faulty Or CPU Bottleneck..

I am currently updgrading my pc step by step as i have a low amount of money.Recently I upgraded to a GTX 960 keeping the old Pentium E5200.
When i tested the graphics card with the old cpu the results very quite low despite the change in Settings.
Arkham Knight 10-30
Arkham Orgins 10-30
GTA V 20 -30
Is this the problem of the Graphics Card or is it a CPU bottleneck.Soon i am going to upgrade to a Core i5 will it solve it or is my gpu broken? Please Help...

Nah I was just asking for other reasons. Anyway, yes the CPU is a severe bottleneck here. You should upgrade to a Haswell-R (LGA1150) or Skylake (LGA1151) i3 or i5.
Even modern Pentiums will bottleneck any graphics card that costs more than 150$. If you upgrade to a modern i3 or i5 if you have a bigger budget you'll be fine. Keep in mind however this will also require changing your motherboard, and possibly the RAM depending on what you have and which CPU you'll go for.

By the way, can you by any chance return the GTX 960 and get your money back?

No I cannot replace the card as it is way of 30 days period as I bought it on April as I was busy with studies I installed the card and all was working properly. As I had finished my studies I decided to upgrade cpu and other stuff as I can game on it.
If its the fault of the gpu I will lose about 300 dollars as a gtx 960 costs that much in India.

 
You don't say what MB you have. The e5200 is a very weak Core2Duo. 2mb cache, 2.5GHz clock 800 fsb. Find out what the fastest quad core for your MB is. Find out if it has a 95W CPU limit (most likely). Q9550 or Q9650 would be good. 6mb cache,1333fsb, and 3.0GHz speed. If no 95W limit then QX9650 becomes possible. The i3, i5 will require a MB replacement. You might have a locked BIOS or not. overclocking might be an option. You might need a new CPU cooler depending on what you have now.
BTW strongly disagree about $150 GPU limit. My computer went from 37% in Firestrike to 58% by installing R9-285 form GTX750Ti. The old computer runs better and it can be moved forward when the time comes along with bigger PSU to run it. My E520 was built in 2006.
