PC Won't boot to BIOS after re-arranging RAM

When I checked on windows, it was showing me that I only had 4GB of RAM when I have 8 installed. I thought there was something wrong with the dual channel, so I moved one stick of ram to a new slot. My PC booted up for about 20 seconds, and then restart without ever giving a display.

I thought that the new positions for the RAM caused this, so I moved the stick back to the old slot. Still tries to boot for about 20 seconds and then restarts without ever reaching BIOS.

I am 99% sure the RAM is seated properly, as if I were to push any harder, the motherboard would probably break.

I have a Gigabyte G1 Sniper B7 Motherboard, and G.Skill Ripjaws DDR4 2133 RAM 2x4.

I have tried each individual stick of RAM in each slot with no resolve.

Any help would be greatly appreciated.
