Computer won't turn on - Think it might be MoBo/CPU problem

Just helped a friend move his computer abroad but upon "reassembly" (Putting graphics back in) Computer will not turn on.

Cpu and Gpu fan do not spin up, no signal to monitor from either gpu hdmi or mobo hdmi/dvi.

Removed Graphics card, cpu fan still doesn't spin up and no signal,

Removed ram, and tested 1 by 1. Still nothing

Removed CMOS battery and left for a while and put back in, still no improvement.

Mobo: Gigabyte ga - z77-ds3h

CPU - i5 3570k
GPU - GTX 680

Hoping its not a dead mobo and wondering if anyone knows a fix or more diagnostic tests to figure out the problem.

if the pc was pulled apart and shipped. take the mb out of the case losen up the cpu latch and lightly press on the cpu if the cpu and mb was shipped together. make sure the cpu is all the way locked in. if you added the cpu back into the mb with the mb outside the case use one ram stick and the power supply see if the mb will post. if the mb does post then you were shorting it out. make sure the mb sitting on top of all of the standoffs and io shield not shorting the back of the mb out.
