Why is my CPU running at full speed?

I recently bought GTX960 since it was recommended here. I have A10-7800 and 450W PSU. I noticed two things. The PSU is getting somewhat hot for hand from the back. Also CPU fans are at full speed all the time. The noice is terrible. I ran all tge 3DMark tests and everything was fine (except the fan noice) Is there something wrong? What should I check?

You might have the option for automatic cpu fan control turned off in the bios. By turning this on your fans will adjust their speed to the temperature off your cpu/motherboard.

Im pretty sure without a fan controller all fans run at max all the time apart from on your GPU. The CUP fan will run at max all the time. If your worried about noise another cup cooler could be a lot quieter
