Cpu overheated help!!

I just replaced my motherboard and CPU cooler and got everything up and running yesterday and today my PC shut down in the middle of playing a game I opened up the side panel and the motherboard and cooler were very hot. I let it cool down for an hour and tried to boot it and reinstalled the CPU cooler but the fans spin for like a second and stop when I try and boot it. Any advice would be appreciated thanks
 
Solution
Try resetting the CMOS jumper and default the BIOS. Instructions in MB manual. Try booting the system with one DIMM RAM in slot 1 only. If that fails to get to BIOS, be sure to have a working speaker connected to the MB's front panel speaker header to sound BIOS beep code. Remove all the system RAM and boot the system. If the system fails to sound error beeps signifying there is no RAM present, either the CPU, the MB or both are fried.

ok you put on the board the black plate the came with the evo did you peel off the little plastic film under the cooler and check if the middle screw in the middle of the cooler is tighten in place so cooler made contact with cpu and do not jiggle around .

The temps were all fine when they weren't under load and I'd imagine the case fans would have helped they are 3 140mm fans and I think the hot air got trapped in the case because I didn't have the cans fans on. I did reinstall the os on a new ssd and I got the drivers directly from msi. The main problem is the PC won't launch all the fans spin for like a second and then turns off.
