Will my I5 3570k bottleneck with the 1070?

Solution
^ Agreed.

What card are you upgrading FROM?

Just be aware the GTX1070 is a very potent piece of kit, and really needs at least a fast (120Hz or more) 1080 or 1440 display to make any sense, if you're staying on a 60Hz 1080 monitor either look to the GTX970/R9 390X or wait until later, lower specced Pascal (GTX 1060?) cards are released.
