Can i ask for a tech to change the cpu on my laptop for a better one?

I have a Toshiba Satellite c660/c660d
os (originally): windows 7, now upgraded to win 10 home
cpu: amd e-300 apu with radeon(tm) hd graphics 1.30 ghz
gpu: amd radeon hd 6310 graphics
ram: 4gb
hdd: 500gb

i really like this laptop but is speed is too low for me having a lot of programs running or playing videos (lags frames etc.) is there a way of improving is efficiency if it's possible to "tune" it up to a better cpu or something??
also if i did that would it's graphics be a lot different? (computer noob here) thanks!!

On most laptops, the CPU is soldered to the motherboard so it is not upgradeable.
Same with the graphics card.

However it does not hurt to call up a tech and ask (assuming they dont charge you for the call).

Generally people do not upgrade laptops so much, and most can not be upgraded. Even if you have upgradability it will be very expensive because to get to the CPU and the motherboard the tech will have to take everything apart which is a tedious task and will cost you a lot of money in labour. I would suggest get a new laptop.

No upgrading your CPU will not affect graphics rendering much (unless your AMD radeon shares system memory, which I do not think it does, and even if it does the gains would be very limited as RAM is not very efficient for handing textures/video tasks). I would suggest go with something newer.
