Best GPU for a Phenom II X4 945 With Little to No Bottleneck

What is the best GPU for my Phenom II X4 945 Deneb 95W I don't mind a bottleneck as long as I wont see much of a difference I have a EVGA 600B Bronze Power Supply 600Watt so my PSU should run quite a bit of GPU's.

Im Using a Phenom II (Abiet Overlocked to 4.2GHz and a Hex Core) and not bottlenecking a GTX1070 @ 2K near max settings even in Doom. so id say a R9 390 or or RX 480, would be a good match. then again im also waiting on Zen for true potential. but even after running several benchmarks while running encoders and stuff at the same time and watching task manager im still not using 100% of the CPU. (Around 79 - 83%)
