Need help with incorrect RAM Mhz.

So the problem is when I manually set my RAM freq in my bios to 2400Mhz, it works. But my PC either freezes and requires and hard reset. Or it blue screen.

Listed are my PC specs:
CPU: AMD FX 9590
GPU: NVIDIA GeForce GTX TITAN
MOBO: ASUS Crosshair V Formula Z
RAM: (2x8)16GB DDR3 2400Mhz Running at 1333Mhz for some reason :/
SSD: Samsung 850 EVO 1TB
HDD: WD Blue 1TB
COOLER: Corsair H100i GTX
OS: Windows 10 Pro

I would like to know why my RAM is running at 1333Mhz and what timing/volts do I have to change in order to get my PC running at 2400Mhz.

Also will heat be a consideration? As it could get quite hot.
