whats the best $350 PC for 2016?

im on quite the tight budget and was wondering if it was even possible to get a gaming PC to run the these titles at 1080p:

- NFS 2015
- Forza Horizon 3 (not released yet)
- Overwatch
- Dirt Rally

I don't mind if some or all parts are used.

New? Doesn't exist.

You can probably find a used system from Craigslist or wherever that can play those games.
