Why does DOOM have such inconsistent frame rate each time I play?

First of all, my computer specs, as I couldn't figure out how to set up my signature (someone could help me with that, as well):

MSI GT72 S Dominator Pro G
GeForce GTX 980
Intel Core i7-6920HQ
32 gig RAM
Windows 10 Home

Anyway, the problem I'm having is that all of my Steam games, including DOOM, have inconsistent FPS. Sometimes I boot it up and it'll run a consistent 75 FPS and I can hear the fan spinning, other times it will fluctuate from 60-30, and other times it will go from 30 to the teens and the fan doesn't sound like it's spinning.

My nVidia drivers are up-to-date so I can't understand why this is happening.

The other problem I've been having, which I've talked to MSI about is that my computer has problems booting. It will take about 3 times for the computer to boot to the desktop screen without freezing. And even when I can get past that, the screen will still flicker, and when it comes back on, I will get the error message that says the nVidia driver stopped working and has recovered.

Because I am aware of the power of this machine, I didn't invest the kind of money I did to have it crash like this. So if anyone could help, it would be greatly appreciated. Thanks.

I honestly don't know. I'm pretty new when it comes to laptops, but I have it plugged into the power brick that came with it. It's made by Delta Electronics, model no. ADP-230EB T, input 100-240v, output 19.5 v

So I was playing it again to figure out what was going on, and it ran 75 FPS for about an hour, and then randomly dipped to 29 FPS. What could the problem be? A rig this fast shouldn't be having this problem.
