Some reviews are measuring the total system power, not just the GPU. Other reviews stress the card to non-gaming power consumption with benchmark software. I think you will need to wait for more reviews to come out. I suspect less than 200W. Here is a non-overclocked model showing a peak power consumption of 161W:

And that review is bad because they are measuring from the wall with a Kill a watt. I looked for a review of the msi gaming x, but couldn't see one that matched what you said. Without being able to look at the review I can't see what they did to get those numbers.
Common errors include looking at system draw and not card draw, looking at the wrong card, or even like guru3d did, looking at a number that wasn't measured very well.
