Surely someone will find a way to hack DirectX 12 to where it will work on Windows 7.

1. I do not have the money to legally upgrade to 10.

2. I don't want any more privacy holes than I already have by running Windows. I realize they gather data all of the time, but 10 looks and acts like borderline malware and spyware.

3. I. Hate. Tiles. Charms. Whatever the hell they want to call them!

4. I have no use for Cortana. At all. No, I do not care. I can do it myself. No thank you, spyware, I mean Cortana.

5. I like my start menu just the way it is. Do not change anything about it, ever. It works perfectly fine.

Solution
If windows 7 is activated, then it is eligible for upgrade.

If you remove all the tiles, you can make it look pretty much like windows 7 start menu.
You can change color too btw.

1. Upgrade from 7 to 10 is still free;
2. Paranoid much?
3. There are no charms in win10, tiles are highly configurable;
4. You can disable Cortana;
5. Everything you can do with win7 start menu, you can do in win10 also. Win10 start menu actually is more advanced and more customizable.

So your choice is either to adapt or remain without DX12.

1. None of my copies of win 7 are eligible

2. Yes, actually I am.

3. I hate tiles.

4. Awesome.

5. Can I make the start menu look exactly the same as 7?

Can you get rid of the flat design in the windows elements, buttons and things all part of GUI ? like resin it to look like 7 or something a bit more skeumorphic ?
