Are core 2 quads always a bit hot or is mine freaking out?

So I have a inspiron 560 from god knows I think about 2009 maybe? It used to have a pentium e5400 and I switched it out with a core 2 quad q9450 I bought for like 25 bucks but it idles at like 50 to 55 celsius Im just wondering if this is a bit too hot or just normal for the quad series?

Yeah, you should, you might as well invest in a whole new fan altogether. I've seen LGA775 (socket of the core2) fans go for as little as $10. With a better fan you can easily reach 3.6GHz.

Yeah I've got a heatsink in storage so I might pair that with my better fan I don't want to overclock it too much though cause I dont have a good case or good airflow through it for the cpu but I might just bring it up to 3.0GHz just to see.

I just threw away two stock LGA775 coolers - they are so cheap that selling them on bay is not justifying the hassle.
You definitely need a different cooler for that quad, but... you need to check what fits in the Dell, it might not fit a normal cooler.
