So, I am looking at transplating my 770 into a new case. I intend to make this new PC as silent as possible without water-cooling.

I am going to get a Antec P50 MicroATX case, and I have a ASRock B75-Pro3M motherboard. My question is, I want to know what a safe fan speed would be if I have two fans in the case? One of the fans would be a 80mm fan and the other 120mm. Is that enough by itself to decrease the fan speed without any clock speed changes or such to run fine? I have a i5 in there, so I figure it can't get too hot. I am buying a fully-modular power supply too.

Or is this all unnecessary? I want to make a "quiet" room in my house, so I'm trying to dampen the noise as much as possible. Is the decrease in fan speed even worth bothering with?

Hello... to get a quiet case... or box... Wall... speaker... you put sound absorbing material in it.
just masking tape some home depot thin foam inside will help a lot B )

nah u drop it back u end up cooking it i always crank my fans up to 50% handles most games i built a mid atx case using 2 case fans 1 cpu fan & video card fans if u set up good fans they run quiet use ur bios to control ur fans which what i do & more cooling the beter just prop the case up off the carpet or floor so ur not sucking in dust be would recomend placing as many fans u can in a case & run stock video card setting on ur video card & be prety quiet
