You can put a PCIe 3.0 card in PCIe 2.0/1.0 slot and you cna put 2.0/1.0 card in PCIe 3.0 slot.
It will work perfectly fine.

Also there is no loss of performance. Video cards don't use all the bandwidth of PCIe 2.0 yet anyway. PCIe 3.0 does give extra bandwidth for Crossfire or SLI without bridge cables.
