IP4 address help

So on my router witch is a netgear. I can't rattle off what part it is cause it isn't in front of me. I was in the setup one day. I saw that you could choose a static ip and put one in yourself. If I do this will it charge me to do so? Or is that just a premium option with the router?
 
Solution
What you saw was probably the option to change the routers internal Address on the local area network or assign connecting clients statically assigned specified IP's, so no you will not be charged. Your external IP is governed by your ISP, any changing of that you would need to contact them to have them do it on their end.
