Skylake Quick Question

I'm considering getting this motherboard for Skylake using my existing DDR3 2133 (buying new ram is out of the budget) If I decide to upgrade to a dual GPU solution in the future, can I have both slots running at 3.0 x8 opposed to 3.0 x16 and x4?

the mobo usually drops the speed of both slots to two 8x , in that scenario , but you should a think of a mobo that offers you two 16x , there are skylake mobos like that if i'm not mistaken

No. the PCI-E throughput is hard wired. You can only use two AMD GPUs in a Crossfire setup. SLI is not supported.

If the motherboard is wired for X16+x4, then there is nothing you can do about it. The x4 slot is running from the z170 chipset's lanes, not the CPU's x16/x8x8/x8x4x4 controller.

There is some flexibility in that hard-wiredness: back in the early days of PCIe SLI/CF, motherboards could be switched between x16 and x8x8 using jumper blocks which got supplanted by analog PCIe switches shortly thereafter.
