Which is better for Gaming? (Laptop)

Ok, so my sisters are getting some laptops for school this year, and they are gamers as well, so I am trying to suggest a laptop that will be able to play some games as well, even if it is lowest quality. The laptop my dad will be getting them will be the HP Envy 2016 model (17.3").

Now the question we're trying to figure out is which of these customization is objectively better for gaming and all around school use. The issue is that they offer a higher end CPU, but if we want the GPU as well, we have to get a lower CPU :/ So it's either:

i7-6500u W/ 940M 4GB (or 2GB, but I'd try to convince them for the 4)
or
i7-6700HQ W/ Intel HD Graphics 530

It sucks that they don't offer the 6700HQ W/ the 940M, as it's really tearing me two ways. I'm not sure how great an impact the 2 cores and slight lower clock will make vs. the lack of a real GPU. They don't care about quality being high on games, they just want them to run smoothly, and they want it to support the latest games as well.

Money aside (as the laptop is on a sale, which is why my dad wants me to look into it), What are the pros and cons of each option? Either way they won't have issues with web browsing or doing school tasks regardless, so it comes down to gaming.

I can't find any specific link right now because I'm at work but try looking for some Asus / MSI / Dell / Acer / Lenovo with a HQ/MQ CPU and a GTX 950-960m, I have a Lenovo y50-70 which costs around u$s 820 in Amazon and I can play barely everything in mid-high settings with an average 60fps range.

I get they aren't dedicated "Gaming" laptops, in which case, if you have a suggestion for one that is, will still handle and school load, and is equal or lower priced, then by all means, link away~ I'm merely asking, with what is given, which is objectively better for gaming if one were to game on it.

The thing is... you can play the old CS in those laptops for example, but what exactly do you plan on playing? I don't know about prices in your country (I'm from Argentina) but you need at lease a i5/i7 HQ/MQ CPU and a GTX950-960m for decent gaming.

If you send some links on suggestions, I can run some price comparisons and present them to my dad. I'm not well versed in laptop hardware, as I haven't had any personal need to have a mobile computer (and when I do, it will need to be a workstation for editing videos).

I'm still personally debating on just building a desktop in a case they can carry as a backpack XD then I'd just have to worry about airflow and finding tablet~esque screen that will hook up to it.
 
HP does make a version of this laptop with a quad core processor and 950m. Is it not on sale as well?

Take a look at the Dell Inspiron 15 gaming notebooks as well. Reasonably priced, and come with a 960M. They are 15.6" though (I consider that a plus when it comes to laptops. A 17.3" laptop is mostly stuck to a desk, so you might as well just buy a desktop. A 15.6" laptop is small and light enough to toss into a bag and take with you if you think you'll need it).

Budget, ha, that's a funny question that I can't seem to ever get from my mom (who's incharge of defining a budget, but not understanding of hardware). I can try asking her again tonight, but that'll be afew hours. For now, give me a list of suggestions and I'll present them to my parents and see how hard they laugh.
