Need a good data recovery recommendation

A close friend of mine had one of his non ssd hard drives die on him this past week and he wants to recover the data on it.

I haven't had to do data recovery in a long time and I'm not too familiar with what's out there these days. Please help me out so I can help him.

If Windows doesn't recognize it, and Linux doesn't recognize it, there's not much else you can do on a personal level.
How much is the data worth? $500? $5,000?

He said there is no click of death and that the computer doesn't see the hard drive and when he went to get it taken in, the person who helped him said its dead.

When he gets home from his job he will check the bios to see if the motherboard sees it connected and will check different connections to see if it's a faulty port or anything of the sort. Will post again when I have more info. I apologies for lack of info, made the post quickly without thinking which was a mistake I'm kicking myself for haha.

It could easily be that something got screwed up so he will check.

Alright had my friend check all his usb connectors and non worked. He also checked the bios and no matter what he tried the bios refused to see the hard drive actually there.

It's a 10 year old hard drive which I am not to intimate with how they sound and function so I am not exactly sure what happened.

He said if he puts it up to his ear he hears a very very faint noise but it's not the good old click noise. Thank you for your help

I asked him that, said he couldn't tell for the life of him. He said it sounds like a very faint high pitch whine. I'm pretty sure at this point it's either data recovery or throw it away.

Sorry to quote what he said. The usb connection in the enclosure.

If it is a 3.5" drive, and he's trying to connect via USB, it WILL need a power connection as well. USB can't properly spin up a 3.5" drive.
Some 2.5" spinning drives can be powered from USB only.

Also I feel stupid I know what the enclosure is I'm just in an idiot who clearly forgets thinfs lol

It is indeed a 3.5 and did have a power connector, like I said he tried everything. It's why he needs a data recovery at this point:)

Alright now what exactly is a Linux Livecd? He needs to attach the hard drive to the computer and then what will he do?

Does the live cd boot the "fake Windows" from the dead drive allowing him to rip whatever he needs off of it? Or am I totally wrong?

Linux LiveCD is a Linux OS that runs directly off the CD drive.
Here: http://www.ubuntu.com/

You can create a bootable CD.
Have the 'dead' drive connected via USB
Boot from that LiveCD you create
See if it recognizes the 'dead' drive any better than Windows does.
Maybe, maybe not. But it is free to try.
