Different CPU temperature readings in ASRock Z97 Extreme6.

BIOS H/W Monitor said that CPU temperature is 80 c, mother board temperature is 31 c.
Intel CPU specs (http://ark.intel.com/products/80807/Intel-Core-i7-4790K-Processor-8M-Cache-up-to-4_40-GHz) said that max temperature for my CPU is 74.04 c.
When I ran Windows 10 and used RealTemp or HWMonitor programs; I've got 36 c. Then I used infrared distance thermometer pointed to CPU or motherboard and got 27 c. My assembled computer is operating normally.
Why does BIOS temperature reading different from other measurements? What should I do to minimize BIOS temperature reading?
 
Solution
I removed the CPU heat-sink; it seems like thermal compound was not spreaded evenly. My heat-sink was not properly fastened. I reapply thermal paste and make sure that heat-sink is fasten properly. After assembly, temperatures are 50 C in BIOS and 40 C in A-Tuning utility ran in Windows. ASRock customer service said that BIOS temperature has to be slightly higher. Problem solved !!

I have an Asrock Z170 Extreme 6, Core i7 6700K and I have the same issue. HWinfo shows CPU temps around 30ºC at idle, and up to 57-58ºC during CPU-Z stress test. The motherboard BIOS shows 51-52ºC at idle. There's an Asrock tool similar to BIOS to install after Windows, that should also show the temperature , I haven't checked with that though.

I too am wondering which reading is accurate.
