While Cleaning CPU touched it without being grounded and now pc wont boot

Recently my cpu fan died so i decided to replace the fan and reapply some thermal paste
while removing the old thermal paste i guess i touched the CPU or so because now my pc wont boot. Is there any way of telling if the CPU is dead without any special hardware?
 
Solution
Be sure the motherboard's socket pins are not bent if it's an Intel.
Which cooler is installed now and is it installed correctly? Backplate or similar mounted?
Reset motherboard's bios

Check all connections again

To check the CPU you would have to get a working motherboard.
