How much slow the Avexir DDR3 1600 is?

Hello,
I would like some help to know and have an idea on the "Avexir DDR3 4GB PC1600 Budget Series" (AVD3U16001104G-1BW) speed compared to CL9 or CL7 from the same brand or even compared to other brands?

I'm planing on using 4 of these RAM sticks.

Here is some info that I gathered:

CL11
Cycle time: 39ns (min)
tRFCmin: 208ns
tRASmin: 28NS (min)
1.800W by module
ULRating: 94 V - 0
Working Temperature: 0 ℃ ~ 85 ℃

Good question ;) In the early days of DDR3 you fairly easily compare DDR2 vs DDR3 with a hybrid mobo that could use either DDR2 or DDR3, I don't remember any real specifics but the DDR3 at 1066 would outperform DDR2 at 1066, here you are looking at slower DDR2 (800) vs 1600 DDR3 so difference would be even greater, how much you'll notice it's hard to say as the CPU woill be more powerful also. I think I'd line up the other components and then if you can go 1600/9 or even 1600/10 do that, else the 1600/11 will work OK

About the rig: I don't have it yet. I'm still choosing parts (and I'm a bit limited to where I can shop).

But here is the specifications:
CPU: Intel i5-4460 or i5-4590S
CPU Fan: Cooler Master Hyper 212
Mobo: H97 or Z97 motherboard (But I can't find one near here)
PSU: ANTEC 700W VP700P
GPU: Sapphire AMD HD 7730 1GB or GTX 960 4GB
CASE: Thermaltake Core V21
HDD: Western Digital Blue Cavier or Hitachi (2 or 3)

As for what I will do: Multi-tasking and Web-browsing, Photoshopping, 3D modeling, very-limited 3D Rendering, making music with Fruity-loops and maybe a little of codding and Game-Development. As for gaming: I may play some of my old games and modded old games (2010 and older).

If possible, can you compare the DDR3 1600/11 speed to DDR2 800?

Thanks for clarifying.
I managed to find CL9 sticks: AVEXIR DDR3 4GB PC1600 BLITZ ORGINAL CL9 (AVD3U16000904G-1BZ1). They are a bit expensive around $34/stick.

Are there any known instability-issues related to the 1600/11 compared to the 1600/9? (I will not overclock anything).

Another question: while I was looking I thought about the ability to choose between 8GB x2 instead of 4GB x4.
here they are:
