Your PC is not so bad you can even play GTA 5 on Low settings 
but this games will work Witcher 2, Deus Ex

I already have GTA V, but can't play online because of some error, some IT specialist helped me, but nothing works, only way is through VPN, but then my ping is high...

The computer should play many games just fine, it may be older but the parts were good for the time when they were out. You can play any game from 2013 at least on low to mid settings. Even most games after that should run fine.
Online play for GTA V is probably because of your location, you need to make sure where you live supports online play and it's not blocked by the ISP or by some country rule if you are in a place like China that blocks anything it does not like on a country scale.
