I've got around 1000 dollars to spend on either upgrading my rig or beginning a whole new one, but the issue i'm having is that i'm not sure which to do and where to start.

Here are my specs:

CPU: AMD FX-6300 3.5GHz 6-Core Processor
Motherboard: Gigabyte GA-78LMT-USB3 Micro ATX AM3+ Motherboard
Memory: Crucial Ballistix Sport 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Hitachi Ultrastar 750GB 3.5" 7200RPM Internal Hard Drive
Video Card: EVGA GeForce GTX 750Ti SC 2GB GDDR5 Graphics Card 02G-P4
Case: Fractal Design Core 1000 USB 3.0 MicroATX Mid Tower Case
Power Supply : EVGA 500W 80+ Bronze Certified ATX Power Supply

I wish to eventually have the capability to run games such as GTA V and Overwatch at Ultra settings with ease. I've also noticed that the current rig I have gets very hot and loud. What steps should I take first? Please help!

Solution
I would start over. This would be a nice build. The MB has M.2, ALC 1150 codec for upgraded audio, a PCIe x4 expansion slot for upgrades (USB 3.1, NVMe SSD, etc.) The R4 should keep things cool and quiet. If you have extra cash, upgrade to the i5 6600K, Cryorig H7, and faster RAM.
