is it safe if i use the amd overdrive to OC my A10-5800k? im currently using stock cooler
and what is the safest frequency for my cpu

As your cpu is slightly different from my cpu (yours perform better though lol), safest clock is default clock and default turbo clock.
And i don't know what is the best clock you can get from overdrive, the result may vary with different board or configuration of your current rig.
