My current pc specs:

Title pretty much summarizes my question, can I run a dedicated 24/7 Unturned server with around 25 players on my pc? I would also like to add I am using charter as my isp, I can get download/upload speeds if requested. Again, id like to also mention I will be receiving a free working Gateway MA6 laptop, which I am unaware of the specs, but could I use that instead? Thanks a bunch for your time.

you should be fine, just be sure your connection to the router is wired and preferably gigbit (provided the host machines LAN is capable (most made in the last 7 years or so are), and the host machine is otherwise decent (eg. dual-core, 4GB+ RAM, WIndows 7 or better)

Its less about hardware and more about your internet speed, provided it had a wired connection to the router (preferabley gigabit or better) and the machine met the system requirments of the client and had a decent amount of RAM (depending on the client, say 4GB or more) then yes, its possible.

With a 60-ish / 4.49 Mbit internet connection, a 1GB local connection won't make one iota of difference to hosting an Unturned server. If you only have 10/100 locally, don't worry about it - either wired connection is fine, wireless will add some latency / jitter.

You should be fine though - Unturned doesn't take a great deal of CPU or bandwidth. Only spec I'd worry about is RAM, depending on the O/S I'd look for 8GB to be sure of hosting that many connections without swapping.
