i5 4690k running at 800mhz on MSI Z97 Gaming 7

Hey everyone running into a problem my i5 4690k just started running at 800mhz and i dont know why.
1. i updated the intel drivers.
2. made sure the MSI bios was updated.
3 turned off the OC genie button and made sure it was turned off in bios.
4. made sure the the slow boot switch was in the default postion.
5. made sure high performance was active in power options and that the min and max values were 100%.
6 Graphics driver is up to date.
7. went into bios and made sure to load optimized defaults.
8. manually tried changing the overclock values. that did put it up to 3.5 default then it dropped back down.
UPDATE: Cleared the CMOS and restarted the pc, Went into bios and disabled c-states and intel speed step which did nothing.
The only thing i have not done is unseat the AIO and take the cpu out and check the motherboard pins, even though i reseated it over two months ago when i installed the new cooler. I think the board is dying/defective as the A bios died and had to switch to B and the Fan software cuts out every once in a while and i have to restart it. now this is the third problem i've had with it since i built my pc last year.

If you have not disassembled your computer yet, run ThrottleStop and make sure BD PROCHOT is not checked. You likely have a bad sensor on your motherboard. When this happens, it sends a signal to your CPU and forces it to thermal throttle and run at 800 MHz. This problem has nothing to do with the CPU temperature or the CPU temperature sensors. Just a bad signal going to the CPU. Turning off BD PROCHOT blocks these signals so your CPU can run at its rated speed. This is a common problem in many laptops but it can also happen on desktop boards too. If it is too late for you to test this, hopefully someone else will save themselves the headache of doing an RMA. ThrottleStop is a free download available at TechPowerUp.

Hello... Typically the CPU in the BIO's should be running at full speed... 3.5ghz per core... yours sadly O.800ghz... B /
Typically you do not need any software/APPs installed to operate or control Fans/CPU/? it is a self contained and monitoring "system".
Typically the MB defaults is all you need for operations and then the OS install.

Me? I would un-install any side programs or APP features or ? and just TEST the MB on it's owns Bio's programming... in other words get everything down to basics here... CMOS clear without any changes... Boot without HD connected to the MB... what are the results? please post img for me?

Let's try a proper "battery removal" AND CMOS reset Clear to the MB ...ok? B /
Take your time here and be slow and careful to your MB... look in your MB manual/Pdf for pictures and location of the pins. B )
1) un-plug PS from wall.
2) remove MB battery
3) place jumper pins/switch on MB to clear the capacitors... for ~3 mins
4) remove Jumper/switch
5) re-install battery
6) plug monitor into the MB video output
8) plug in PS to wall
9) Boot computer.

when i did this it reset the time and date on the motherboard as well as put the bios back to default. i tried running hdmi from the monitor to the back of the motherboard but it it would not display had to run it through the graphics card. As you can see it is still running at 800 mhz . The motherboard has cmos button on the back next to the output..

That or contacting support online is my next step, I don't know what they could do for me as I never registered the MB with them so I doubt they will RMA. I might purchase another MB to test to be sure that is the problem and not the CPU. Thank You for the help.
 
Hello... it's a warranty of the product... I have never had problem or discussion on "WHO" owns it... give them the MB serial # and they will check their records on that part #... and give you a RMA if warranty applies here... I never had to provide a "sale receipt" in this situation... OK? Don't take NO till you get it from them... try the RMA webpage for more information... RMA hardware MB's are typical Day to Day business with this company... B )

Filed a support ticket, Said it would take 24-48hrs to contact me.

UPDATE: MSI replied back and said since i did everything to troubleshoot it myself that they would RMA it.
Shipping out the MB tommorrow.

To the best of my knowledge, the root of the problem is a defective sensor on the motherboard. A replacement motherboard, the exact same model, should work correctly and run at full speed without needing any software like ThrottleStop. Over time though, this MSI replacement motherboard might develop the exact same problem.

ThrottleStop is a very light weight monitoring app that consumes very little in terms of memory or CPU resources. You can use the Task Scheduler so it starts anytime you log into Windows. If you do not want ThrottleStop running on your system all the time, you can use the ExitTime=5 option. Add that line to the ThrottleStop.INI file and ThrottleStop will automatically exit 5 seconds after it starts. That gives it time to setup your CPU and disable the BD PROCHOT signal path and then it will quietly exit so you can forget about this problem. I prefer to leave ThrottleStop running so if you use Stand By mode, BD PROCHOT will remain disabled after you resume.

I know this is an old topic but I had the same issue with my MSI motherboard. I solved it by cha going the over clock settings in the bios from dynamic to fixed and then set the multiplier to 35 to get the rated 3.5 Ghz. I wanna know if this is bad for the CPU running at this the entire time and also if it means I won't be able to run a stable over clock?

Hi, had the same problem but with i5-4670k. Open your rig up and take a good look at where the MB shows the current temps. Right under that temp will be a little tab/switch, it will be very tiny, just flip that to the opposite side and you're good to go. What that tab is, is a throttle switch, when turned on it will only limit the CPU to run at 800mhz.
