Help: Good PC // Bad Performance. (FPS, Distorted Sound)

Hello!

I'm sorry if this post is a bit irrelevant, but i didnt know where else to turn.
In the sites of the games that I play no one answers, and it is a mess.

I recently build a new pc.
MSI H170 Gaming M3, Sapphire 390 R9, i7 6700, windows 10 home prem 64bit, 8gb ddr4, on an ssd (6gb/s), no sound card.
Unfortunatelly my monitor is a mere Dell U2311H, soon to be changed.

So all i installed so far is two games, Overwatch and Hearthstone.

I am far from an expert on PCs, but as far as i understand, with such a pc i should have no problems playing all games smoothly. but i cant.

My drivers are up to date and properly installed.
And windows are up to date.
Temperatures are normal on all hardware.
I cant figure out what's wrong.


So here's the problem:
(no matter how low I set the graphics, which by default are on max)

At times, the FPS are really low. I know with my monitor I can get 60 fps maximum. But it is usually between 15-45.
Usually I get very low fps when people are in my face, and I even get as low as 15 (when it shows the replay of how you died).
When nothing is happening I get between 25 and 35.
But everyone that I know tells me with my system I should have 60fps all the time.

Also the sound gets very distorted. Like slow-motion with a robotic effect, other times it sounds like static.
This usually happens when there are many explosions (or when some character yells their "ultimate", in case you're familiar with the game.)
And at that time I also get major FPS-spikes, along with the sound distortion.

I though, what the hell, maybe Overwatch is THAT demanding...
But even when I launch Hearthstone (a 2D game with cards) even then when it starts, the sound is scrambled and distorted for a couple seconds.

I honestly dont know what is wrong, and no one answers me at any forum.
I hope I can get some help here.

Actually, I dont have the monitor connected with an HDMI, but with a DVI.

Could that be a problem?

I have a TV connected with an HDMI though. (dual display, but it is always turned off).

Also, they are both connected on the graphics card.

The 390 has one HDMI slot. I have two HDMI cables.
I can connect both the monitor and the tv with HDMI's, the monitor on the gpu and the tv on the mobo.

EDIT: ok... forget all about that. turns out my monitor doesnt even have an HDMI port. haha.
