+1 new PC. Any actual celeron would be a huge upgrade from your pentium 4.
I know that a new Pc costs money, but upgrading that PC could be a waste of money comparing with the performance gain.

+1 for the new PC, upgrading your Pentium 4 is just gonna change the shitty performance just a not at all, mostly because a PC that old can pretty much do nothing except load Firefox after 30 seconds of waiting, and maybe play Roblox games at 5 frames per second if you're lucky.
