Crazy FPS drop when moving mouse in Unreal Engine based games

Hi,
Lately i've been having a pretty big issue with any games that run on Unreal engine. Whenever I move the mouse, the game starts to lag a ton. Unplayable amounts. I believe the issue occurred when I switched processors, but I don't know for certain when it popped up. Research that I had done says that this can be due to vsync, outdaded drivers, polling rate, viruses, etc etc.
I've tried everything to fix this but have not come to a solution. This is definitely not a virus, scans through my antivirus and malwarebytes have all come up clean. I don't really know what to do here. It's odd that this only happens with unreal engine based games. (Rocket League, Chivalry, etc)
I suppose I should probably post my specs, here they are:
Processor: i7 6700k
GPU: GTX 1070
Mobo: Asus z170-A
16 GB RAM
Corsair RM750 psu
The mouse im using: Corsair m65 rgb

Solution
Based on your specs you should run the games pretty well. If there's an option to turn off motion blur, do that. And make sure VSync is off. If motion blur isn't there, maybe post processing effects?
