98 Degrees C on my i7 2700K in less than 10 seconds?

Been having major lag and auto shut down on my computer after a windows 7 update recently. Computer shuts off after 5 minutes give or take. I noticed the CPU temp was 98c. Today i left it alone the whole day, then booted it into BIOS to take off my OC settings. In less than 10 seconds since power on im in the bios, and it already says 97c CPU. How is that possible? The computer was off the whole day and the room isn't even warm. Am I getting a false readings from the probe? I touched the radiator vanes on my liquid cooler and they are not hot at all (even though they have a fair amount of dust, I'll clean it off later, but the exposed parts were not hot at all).

Also, I haven't changed my paste in 4 years, and suddenly there is this problem. Maybe it had something to do with the Windows 7 update that applied? Should I get new paste and remount my cooler? Im still suspicious of how it can heat up to 97c in 10 seconds. What is wrong?
 
It's not a paste issue when it's this sudden.

It sounds like a bad pump. I doubt it's the fans but confirm they are spinning. If they are then the entire cooler has to be replaced since the fans are the only thing that can fail that wouldn't require you to replace the entire cooler.

I was using Core Temps the first time. The second time, it was just what my mobo said in the BIOS. Regarding cleaning, I'm gonna get to that, but how can that make it heat up to 98c in a few seconds? Not even a stove can do that? I probably won't turn it on again until I watched those "how to replace thermal paste" videos.

So a bad pump can really make it heat up to 98c in a few seconds huh? Damn they should use these things for stove tops... It sounds way too fast for me. Plus the Windows update timing, the problem literally occurred right after the update was applied... Before I purchase a new cooler, is there some other stuff I can check first? Maybe I'll take the cooler off and touch the CPU to make sure its actually hot? Anyway, I don't know how to replace a pump so I'll probably go out and buy a new cooler if it comes to it.
