Solution
It's the Intel HD 4600 graphics (on the Intel APU) that's just not up to the task.

Your Windows Experience Index score is very poor, it's the graphics which is making it a poor score more than any other component.

You should have bought the model which has the optional Nvidia discrete graphics card. You may be able to install an Nvidia gaming card, it depends on the case size (there are 3 sizes in the 9020 series, if yours is the smallest one, no chance as the card will be too large & won't fit).

If you do install a gaming card you'll most likely need a more powerful PSU for it as well.

Solution
The GTX750Ti runs off fo the PCIe 16x slot and 290W is OK. The low wattage is because fo the lack of expansion slots, and drive bays on the small computers.. Dells PSU ratings are very conservative compared to advertised ratings of aftermarket PSUs. Many people are running them on 275W SFF computers.
